The Role

Post: Senior Deputy Head of Procurement
Grade: FRS G
Salary range for the grade: £58,445 - £72,593

A temporary vacancy has arisen in the Procurement Department for a Senior Deputy Head of Procurement.

The successful applicant will manage the Purchasing team and the Procurement Analytics team within the Procurement Department as well as the Corporate Procurement Services (CPS) team (the latter will be in conjunction with the existing Deputy Heads of Procurement). In addition to the daily business as usual work of the sections, the post holder will focus on managing the planning, integration and development of procurement systems and processes as well as the improvement of procurement practice in the Department. He or she will become a key member of the Procurement Management team.

The Purchasing Team administer the Purchase Order Management System (POMS) involving system administration and purchasing goods and services. The Procurement Analytics team undertakes procurement data management, analysis and reporting. The Corporate Procurement Services team manage procurement projects, reviewing and retendering contracts to improve service delivery and value for money and providing procurement advice to client departments.

Assessment Overview

Selection Criteria 1 - Experience of working at a senior level in procurement or similar environment, managing complex multi-disciplinary projects and providing support to senior managers including systems development and implementation.

Selection Criteria 2 - Well developed commercial, analytical, research and planning skills in order to identify procurement solutions to supply management issues, as well as the ability to develop IT systems, processes and procedures, configuration and implementation in order to achieve improved procurement outcomes.

Selection Criteria 3 - A working knowledge of good practice in the fields of procurement, IT procurement systems and applications and how these can be integrated and developed to achieve Best Value.

Selection Criteria 4 - A working knowledge of procurement, contractual and financial procedures relevant to a large local authority including the requirements of the Public Contracts Regulations and the European Community Procurement Directives.
