In early 2020, the London Fire Commissioner published the Transformation Delivery Plan (TDP) which set out those actions required to transform the organisation to address concerns raised by His Majesty’s Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) and the Grenfell Tower Inquiry (GTI) in late 2019. This marked the beginning of the organisation’s transformation journey and necessitated a restructure for the Transformation Directorate. This new structure will provide the capabilities and capacity the London Fire Brigade (LFB) requires to sustain transformative change across the Brigade, deliver the 2023 - 2029 Community Risk Management Plan (our strategy and response to risk in London) and enable the LFB to provide the best possible service to London and Londoners.

We are seeking an experienced and engaging Head of Business Services with a track record of working in an evolving environment. As a trusted, pragmatic and driven specialist, you will lead on the implementation and development of our approach to risk, assurance and business continuity as well as co-ordinate our relationships with the National Fire Chiefs Council and His Majesty’s Inspectorate of Constabularies and Fire and Rescue Services. You will have or be able to develop a sound understanding of the organisation and excellent knowledge of risk, assurance, and business continuity in safety critical or emergency services environments.

You will lead a small team of experts and will be able to demonstrate that you can lead by consensus and will be skilled in integrating the various elements of risk, assurance, and business continuity across the organisation. A key dimension of the role is the ability to provide advice, guidance and support to colleagues across the organisation and to lead the integration of the Brigade’s risk, assurance and business continuity activities into business as usual ways of working across the organisation.

You will work closely with other heads of service to deliver an ambitious agenda across a large and complex organisation where responsibility and accountability for risk, assurance and business continuity are often devolved to a significant degree. You’ll do this by influencing, persuading, coaching and support to enable and empower colleagues across the organisation to deliver an ambitious change in our approach to these key disciplines. An understanding of Public Sector/Fire Service culture and governance is desirable but not essential.

Additional Information

In line with the Basic Personnel Security Standard (BPSS) employment checks will be completed by successful candidates, which will include a basic criminal records check. Successful candidate will be required to declare any convictions for offences which are not spent under the Rehabilitation of Offenders Act 1974 and any offer of employment is subject to the LFC receiving a criminal records disclosure which it considers satisfactory. Successful candidates should apply to the Disclosure and Barring Service (DBS) to get a copy of their criminal record and share the original disclosure certificate with the LFC. The check will only show convictions that are not ‘spent’. It will cost the successful candidates £23 (current charge) and usually takes up to 14 days.
