The Role
The ORT officer is an integral part of the Brigade’s process of identifying organisational learning, confirming best practice and capturing evidence of performance. ORT Officers attend incidents to support operations and encourage organisational operational improvement by ensuring that policies, procedures and practices are implemented in a satisfactory, consistent and safe manner at incidents. The group also play a key role at formal reviews of incidents and operational training events. ORT feedback identifies trends and informs reporting of performance through the Operational Improvement Process (OIP).
Applications are now invited from competent Station and Group Managers. Those expressing an interest must have consistently demonstrated a high level of professionalism and dedication to operational improvement. Successful candidates will need to have a variety of incident command experience including in the role of Incident Commander. Successful candidates* will not only form a pool of eligible officers to fill current vacancies, but also provide additional resilience within the Operations Review Team for when vacancies arise.
The ORT role is immensely rewarding but does require a personal commitment and an understanding that the role is challenging and demanding. In addition to the operational commitment, ORT officers are also expected to attend Performance Reviews of Command (PRCs), Incident Command Exercises and the weekly group meeting which includes a CPD element. It is generally thought that these commitments equate to approximately one day per working week. For this reason when applying for the role, officers will need to have secured the agreement of their line manager, DAC & Head of Service who have all been briefed as to the level of commitment required in order to allow them to consider individual requests. In addition as this is also an exclusive role applicants who are already NILOs will not be considered.
Successful applicants will need to be flexible in their approach to their work, understanding that they will be required to attend incidents anywhere in the Brigade area, sometimes for extended periods.
Where an applicant already holds two attributes (NILO not included) then prior agreement will have to be provided to release one of these attributes or a discussion had about workload with their line manager to ensure this significant role can be undertaken in addition to their existing duties.

Stage 1 - Statement of Motivation Candidates are asked to provide a max of 400 words on why they are interested and suitable for the role.
Stage 2 - Interview. This interview will be facilitated by Head of Incident Command Policy.
Stage 3 - Knowledge Test - Candidates are expected to have a sound knowledge of a range of Operational based Policy, as demonstrated by a Knowledge Test. A bibliography will be provided to candidates who are successful at the interview.
Individually planned Stage 4 - Shadow period. This will be discussed and planned with candidates, anticipated over a 3-6 month period. Candidates will be expected to complete a portfolio of incidents attended during this time.
Stage 5 IC assessment - This Assessment will be delivered at Level 3 Incident Command. (Note; this is not a substitute for a assessment centre)

In line with the Basic Personnel Security Standard (BPSS) employment checks will be completed for the successful person, which will include a basic criminal records check. The successful person will be required to declare any convictions for offences which are not spent under the Rehabilitation of Offenders Act 1974 and a Disclosure Scotland Basic Disclosure will be undertaken before an appointment is confirmed.
