The Role
London Fire Commissioner – Independent Operational Assurance Adviser
The London Fire Commissioner wishes to appoint an Independent Operational Assurance Adviser who will remain independent from the LFC reporting structure. The Adviser will provide independent advice and assurance to the London Fire Commissioner and where required the Deputy Mayor for Fire and Resilience on a range of safety critical matters relating to fire and rescue as well as providing reports to other key stakeholders including Home Office and HMICFRS. This will include assurance on (but is not limited to):
•The provision and quality of Incident command training and revalidation processes and assessments
•The extent to which relevant and critical operational improvement processes have been identified and developed
•The extent to which operational assurance processes have been identified and developed
•The extent to which operational policy development has been undertaken to support the safe and effective delivery of fire and rescue services across London
•The extent to which National Operational Guidance has been identified and integrated in to policies owned by the LFC
•The extent to which Activity Risk Assessment processes have taken place and whether risk mitigation is considered effective
•The development and delivery of key actions in order to meet National Resilience KPI’s
The Adviser must be able to demonstrate the following attributes prior to appointment
•Has previous experience of working within a similar type of organisation which is fire sector specific, whilst at the same time being able to provide difference in thought and practice.
•Operates at a strategic level and is able to provide assurance to the Directors, Commissioner, Deputy Mayor through the Fire and Resilience Emergency Planning committee on internal procedures, standards and systems.
•The ability to investigate and work with internal departments to identify and deliver best practice recommendations where required.
•The ability to provide technical assurance reports in a range of formats to meet the wider external scrutiny needs.
•An individual with the technical expertise to identify compliance to LFC and/or national standards, with the wider ability to consider/recommend boarder international standards and/or outside industry that may provide greater benefit
•They should act as a driver for change in support of the Transformation plan to generate best practice and efficiency
•Undertake the role of compliance and monitoring of progress in areas identified in their role for improvement
•Sufficient political awareness to operate in a range of environments, working with Assembly members and the Government etc. when required in support of the LFC.
•Articulate and able present in a public scrutiny environment.
This is a part time permanent post and the salary will be commensurate with the successful candidates experience.

Additional Information
In line with the Basic Personnel Security Standard (BPSS) employment checks will be completed by successful candidates, which will include a basic criminal records check. Successful candidate will be required to declare any convictions for offences which are not spent under the Rehabilitation of Offenders Act 1974 and any offer of employment is subject to the LFC receiving a criminal records disclosure which it considers satisfactory. Successful candidates should apply to the Disclosure and Barring Service (DBS) to get a copy of their criminal record and share the original disclosure certificate with the LFC. The check will only show convictions that are not ‘spent’. It will cost the successful candidates £23 (current charge) and usually takes up to 14 days.
