You will be responsible for providing advice to the Assistant Director, Finance and Director of Corporate Services on developments affecting local government finance including new legislation, Government Circulars and Consultation papers. You will ensure the Brigade complies with statutory accounting treatment under current legislation and manage the preparation, approval, publication and external audit of the Brigade’s final accounts within statutory deadlines. Lead on developing the role of wider Finance staff in the accounts process, in particular the Finance Business Partners. In addition, you will support the completion of the Brigade’s Annual Governance Statement, for Final Accounts purposes, and support Brigade Corporate Risk Management assessments and declarations. You will play a lead role in the project to review and replace the Brigade’s finance system, ensuring that it meets the Brigade’s requirements. You will ensure effective systems are in place to manage capital expenditure, including the management of capital financing costs, and the inclusion of capital information in the financial position and budget reports. You will ensure an effective payroll service is provided by the Department and maintain an up to date and detailed knowledge of all matters affecting the Brigade's Revenue Grant distribution, Capital funding regimes, Local Government legislation, Taxation rules and regulations. You will be an important member of supporting the Brigade with the wider transformation programme which will include representing the Brigade at key meetings with various external Senior Officers.
Eligibility
You will be a qualified CCAB, ideally CIPFA, accountant with experience of working in a large organisation including full annual cycle experience from Budget Estimates to Closing of Accounts. You will have experience of successful management of organisational change and the development of projects, services, new and revised policies, procedures and standards to cater for and support change. Experience of managing, developing and training support staff including planning, organising, monitoring and controlling work in an efficient, economic and effective manner to meet business objectives is essential. It is essential that you have knowledge of current local government accounting and treasury management codes of practice and procedures plus knowledge of matters affecting the financing of local government revenue and capital expenditure, in particular the legislative and political context.
