The CPO is part of the NFCC. Building on the successful delivery of the National Operational Guidance Programme, the team is now focused on a wider range of programmes and is expanding as a result. This is a great opportunity to join the team and make a real difference at a national level.

Head of National Portfolio Quality and Standards

This is an exciting time to be working in the fire sector, there are many high profile activities taking place that will lead to long tasting reform and improvement. The NFCC’s Central Programme Office is using a portfolio approach to managing a range of programmes and projects. To support this, we have created a new post to oversee and develop quality assurance and standards. Quality assurance of all the products of the programmes is a critical part of our acceptance process.

This post also offers the opportunity to manage the activity of the Fire Standards Board for England as it begins its work from January 2019.

You should come from a solid programme and policy development background, offering a highly organised and business focused approach to get the job done with light touch oversight. Much of the work will involve supporting the Fire Standards Board but it will also require you to develop a considerable body of knowledge in the wider standards world to advise and inform a framework for English standards.

Working closely with a wide range of stakeholders, you will need to be an excellent networker, happy to represent the NFCC in meetings, conferences and other events. The post is based at London Fire Brigade HQ in Southwark but you will need to be flexible to work in other locations around the country and expect a fair amount of travel.

Assessment Overview

As part of the online application form, candidates must provide evidence to address the following criteria:

Selection Criteria 1 - Experience of defining, developing, implementing, monitoring and reviewing standards to ensure the development of high quality, legally defensible standards.

Selection Criteria 2 - Strong portfolio and time management skills with a demonstrable ability to contribute successfully to the improvement of organisational effectiveness, efficiency and quality of services together with the ability to prioritise workloads to reflect changing demands and resources.

Selection Criteria 3 - An understanding of the policy and political context within which the Fire and Rescue Service operates nationally.

Selection Criteria 4 - A strong knowledge of the standards development processes and the frameworks within which standards are delivered within the UK, along with a good understanding of the current fire and rescue standards micro climate.

In line with the Basic Personnel Security Standard (BPSS) employment checks will be completed for the successful person, which will include a basic criminal records check.
