An exciting and unique opportunity has arisen, as we are seeking to recruit a National Co-ordinator within our Prevention & Protection department to oversee the national assistance programme to the BSR.
The creation of the BSR is part of the Building Safety Act 2022 legislation and has been established under the supervision of the Health and Safety Executive (HSE). The BSR will regulate buildings with seven or more storeys, or are 18 metres high or higher, and either:

have at least two residential units
are hospitals or care homes (during design and construction only)

The Building Safety Act 2022 makes provision for FRS to assist the BSR in the undertaking of the BSR functions in assessing building safety. FRS will work within multi-disciplinary teams (MDTs), as part of the building assessment certification process. This will ensure an aligned and coordinated regulatory approach and the sharing of intelligence with partner regulators.

The post holder will co-ordinate the programme of BSR work for four Regional Managers, the national Administration, Support and Finance staff based in London (the National Co-ordination Hub), and eight Regional Managers based nationally. They will work strategically with other FRS, the National Fire Chiefs Council (NFCC), Local Authority Building Control, HSE, Home Office and the BSR. They will be the lead point of contact for the HSE on matters relating to national FRS BSR policy and process. The candidate will have financial oversight for the BSR recharge model, ensuring that the related processes are correctly implemented and maintained.

The post holder should possess strong experience in Prevention & Protection matters, communication skills at a strategic level and an understanding of the broader Fire Service and political environment with regards to Prevention & Protection. They will be responsible for interpreting (and seeking to shape) Fire Safety Legislation. The post holder will also contribute to, or author strategic papers and briefings, as well as dealing with political enquiries or other strategic matters as required. They will be required to prepare and deliver comprehensive briefs, consultation responses, presentations, reports, witness statements, answer questions and correspondence with external organisations, on a range of BSR policy issues and initiatives for a variety of audiences.

To achieve these outcomes, the post holder should possess and maintain a broad understanding of the strategic Prevention & Protection landscape. They will be required to establish, build and maintain effective relationships with internal and external stakeholders including but not limited to key members of the NFCC Prevention & Protection community, as well as those in relevant government departments.

The National Co-ordinator will ensure that BSR Regional Managers are appropriately trained in the work of the BSR support function to ensure best practice is followed across regions. They will be required to work closely with the NFCC Protection Team, ensuring an up to date understanding of trends and issues affecting the national picture. They will be required to provide regular updates and appropriate reports to the Protection and Business Safety Scrutiny Committee on all matters related to BSR work.

The post holder should have a good understanding and working knowledge of the Building Safety Act 2022 (acknowledging much of the supporting and secondary legislation is still to be published at the time of writing), the Regulatory Reform (Fire Safety) Order 2005, Fire safety Act 2021, Fire Safety (England) Regulations 2022, and other current relevant fire safety legislation.

In line with the Basic Personnel Security Standard (BPSS) employment checks will be completed by successful candidates, which will include a basic criminal records check. Successful candidate will be required to declare any convictions for offences which are not spent under the Rehabilitation of Offenders Act 1974 and any offer of employment is subject to the LFC receiving a criminal records disclosure which it considers satisfactory. Successful candidates should apply to the Disclosure and Barring Service (DBS) to get a copy of their criminal record and share the original disclosure certificate with the LFC. The check will only show convictions that are not ‘spent’. It will cost the successful candidates £18 (current charge) and usually takes up to 14 days.
